The ZPDP will perfect the concept of governors for provinces but these will be elected rather than appointed. The governors will have quasi-executive powers that will allow them to make decisions in the running of their provinces.
Given the size of Zimbabwe it is not economically sensible to have the same system of states and governors on the same scale like that in countries such as Nigeria. However, our provinces are still large enough to have quasi-autonomous governors who are elected by their own local people to serve for minimum terms. This is healthy for regional development and democracy, as the governors will have to develop their provinces in return for their continued tenure of office.
The current system of patronage under ZANU PF has proved that it is not the best way to select and appoint governors. The reason why certain regions have lagged behind in development is because the governors are more preoccupied with serving the interests of their political masters rather than those of the people they are supposed to serve. Governors have at best been the faces of ZANU PF in their respective regions, and at worst, obstacles to the advancement of the interests of the people.
The ZPDP will introduce an electable term of office for the governor because that will give them an onus to want to serve their people and develop their provinces as failure to do so would not be an option. Our party will restructure and streamline the office of the governor and rid them of politics by putting more of an emphasis on business affairs relating to the daily routines of the governor. |
