There was a strong case for land redistribution in Zimbabwe, but it was not supposed to be a case of taking away from the Whites to give to the Blacks. Equitably distribution of land between all Zimbabweans should not be a matter of skin colour.
When the ZANU PF government commissioned its haphazard land parcelling out programme, it was done in a manner that could easily be seen as robbing the Whites to give the Blacks. This is because there were cases in which white farmers who owned single farms were still dispossessed of those farms, while some influential black people were allowed to acquire more than one farm. That was wrong and also resulted in the needy people of Zimbabwe not benefiting from the land redistribution exercise because of the narrow criteria that was applied to the skewed exercise.
The ZPDP will approach land redistribution in the context of a full land audit that will establish the extent of use of acquired land. There will be minimum land use requirements that should be met, and where these are not met for a consistent period of time, that land will be reallocated to other users who can put it to productive use. |
