The twenty-seven years of ZANU PF rule have been characterized by arrogance, corruption, nepotism, lack of transparency, zero-accountability and muted answers to national queries.  This is what has destroyed our national pride because no-one can currently bring the government to task.  Such a system of governance has been aided by the constitutional arrangements that place too much power onto the Executive with no power whatsoever left to the people to be able to put their government to account.

In some cases ZANU PF Ministers and Members of Parliament have avoided questions or in other cases have given inadequate, derisory and arrogant answers to issues of extreme national importance.  Some Ministers and Members of Parliament have never answered any questions to do with their ministries or constituencies at all.  Ministers have survived scandals over which they ought to have resigned, while others have simply been moved from one ministry that they have messed up and assigned to another where they would continue with their destruction.  This is unacceptable in a supposed democracy.

All this has been allowed to happen because there is no system of checking the government.  A ZPDP government will introduce a new system of accountability and answerability whereby all government and cabinet officials, including the president and vice presidents, will answer questions in parliament.  Our government will also introduce a weekly question and answer session whereby opposition politicians ask the President and Cabinet Ministers pertinent questions on national issues needing clarification.

A ZPDP government will introduce a new code for the President, Vice-Presidents, Ministers, Deputy Ministers, Permanent and Under-Secretaries and Members of Parliament that will compel them to be summoned urgently to give statements, and where requested and justifiably so, to resign if an apology for a misdemeanor is deemed insufficient.  Where any government official is implicated in any corruption or vice charges these should be investigated thoroughly by independent investigators and where prosecution is recommended this will be carried out as far as possible.
